Vanuatu Development Support Program (DSP)

The Vanuatu Citizenship by Investment Program allows foreign nationals to acquire Vanuatu citizenship by making a non-refundable financial contribution to the country. This investment-driven initiative supports the naturalization of applicants as Ni-Vanuatu citizens.

The Vanuatu Development Support Program was established in 2017 under Section 13E of the Citizenship Act (CAP 112) of the Laws of Vanuatu. The aim of this program is to raise funds to strengthen Vanuatu’s infrastructure and promote the country’s economic development.

Vanuatu Citizenship Process

Step 1 Complimentary preliminary eligibility assessment provided by the Master Agent to ensure acceptance.

Step 2 Sign the provided Client Service Agreement and gather the required documents, as listed on the provided checklist.

Step 3 The Vanuatu Government performs the initial application assessment and due diligence checks

Step 4 Confirmation of successful due diligence review by the Vanuatu government's Financial Intelligence Unit.

Step 5 Submit secondary documents for the Citizenship Commission Office. 25% of the application fees are due.

Step 6 Assessment and final approval process is conducted by the Citizenship Commission Office. 75% of fees due.

Step 7 Final citizenship approval is granted and citizenship certificates are then printed for delivery.

Step 8 Administration of the Vanuati citizenship Oath of Allegiance is done using a secure virtual platform.

Step 9 Passport issuance followed by secure global delivery through an international courier. No travel needed.

Yes, you can pay the investment contribution out of the $330,000 in assets you can prove you possess at the time of applying.

Are any nationalities that cannot get a Vanuatu citizenship?

If you have lived in Iran, Iraq, North Korea, Syria, or Yemen within the past 5 years then you are ineligible to apply. However, if you have not then you are free to apply for citizenship.

Does Vanuatu share information on their economic citizens?

Can my future children automatically become Vanuatu citizens?

Is a criminal record disqualifying for citizenship?

Copies of your passport and police report will need to be submitted for confirmation, and is handled on a case-by-case basis. Can I receive my passport remotely?

While your passport will be couriered to you anywhere in the world, as of 2026 there is a requirement to travel once to a biometric collection center (currently Dubai, Hong Kong, New Caledonia, or Vanuatu) and submit biometrics.
