Your Three-Step Process to Full Tax Residency
1. A Short Visit to Paraguay (3–5 Days) (recommended 1 week)

Your residency process begins with your arrival. During this time:

  • Temporary residency paperwork is submitted

  • Background documents are verified

  • Your cedula application is prepared

Our trusted local partner coordinates the entire schedule, ensuring you move through appointments efficiently.

2. Temporary Residency Issuance + Cedula Application

Once your temporary residency is approved, the cedula application moves forward. This card will serve as your official Paraguayan ID.

3. Tax Identification Number (RUC) Registration

After your cedula is issued—usually within 2–3 months—we handle your RUC registration. The RUC is what establishes you as a taxpayer in Paraguay, completing the tax residency setup.

Required Documents for Paraguay’s Two-Year Temporary Residency

Before traveling, you’ll need to prepare:

  • A valid passport with at least six months of remaining validity

  • An apostilled birth certificate

  • An apostilled criminal record certificate from your home country or country of legal residence

This ensures a fast and clean application process once you arrive.

Processing Timeline & What Happens After Your Visit

Your cedula typically takes 3-4 months to be issued. Once ready, it can be sent to you anywhere in the world.

If you wish our trusted partner can then also handle the RUC (Tax ID).

After your RUC becomes active, Paraguay requires monthly tax filings, which can easily be handled by a accountant our trusted partner has accountants available — no need to physically return to the country.

And importantly, once the initial visit is completed, no presence in Paraguay is required to maintain your temporary residency except 1 day per year.

Transitioning to Permanent Residency

Temporary residency in Paraguay is valid for two years. At the end of that period, you simply return for a brief 3–5 day visit to convert it into permanent residency.

Maintaining permanent resident status is extremely flexible—just one visit every three years is sufficient.
